CROATIA

Ivan Turudić

General Prosecutor

Mr. Ivan Turudić, univ.spec.crim, is the State Attorney General of the Republic of Croatia since 27.5.2024.

Before elected for State Attorney General, he was a criminal judge for more than thirty years. He was serving as a judge and president of court at the municipal court for seven years, then he was serving for twenty years as a investigative judge, first instance judge specialised for corruption, organised crime and war crimes, and as a president of court, in two terms, at the County Court in Zagreb, and lastly, for three and a half years as an appellate judge at the High Criminal Court of the Republic of Croatia.

During that period, he held the functions Assistant Minister of Justice, and President of the State Judicial Council, as well.

He completed his postgraduate studies with thesis: “Seizure of proceeds of crime” and obtained title of university specialist in criminal investigations.

Mr. Turudić is author of the book „European Arrest Warrant with examples from case law “, as well as numerous scientific and specialist articles on various criminal law topics.

CYPRUS

George L. Savvides

General Prosecutor

Mr. George L. Savvides was born in 1959. He resided in Famagusta until the Turkish invasion in 1974. He has been living in Limassol since.

He excelled at the Lanition secondary school of Limassol. Having completed his military service, he studied Law at Exeter University in the United Kingdom where he received the title of Bachelor of Laws (LL.B. Hons.). He then continued his studies in London and became a Barrister as a Member of The Honourable Society of the Middle Temple.

He actively practiced law for 35 years as the founder and managing partner of a law firm with offices in Limassol and Nicosia and is a member of the Famagusta Bar Association and the Cyprus Bar Association. He is also a member of the International Bar Association (IBA) and has served as Chairman and Vice-Chairman of various subcommittees of this international body. He served as a Minister of Justice and Public Order of the Republic of Cyprus from May 31, 2019 until June 29, 2020, date when he was appointed Attorney General by the President of the Republic, Mr. Nicos Anastasiades.

Mr. Savvides was a medallist of Pan-Hellenic athletic games and also a holder of a Cyprus record as a high jump athlete whilst a member of Gymnastic Club Evagoras of Famagusta. He later served as the Secretary of the Club. He has been a member of National Cyprus athletics team for a number of years.

He is married and a father of three children.

ENGLAND & WALES

Stephen Parkinson

General Prosecutor

Stephen Parkinson is the Director of Public Prosecutions. He was appointed by the Attorney General and took up post on 1 November 2023.

Stephen studied law at University College London, before qualifying as a barrister in 1980 and as a solicitor in 2005.

He began his legal career in 1984 as a junior prosecutor at the Department of the Director of Public Prosecutions, which became the CPS in 1986. He progressed to Assistant Branch Crown Prosecutor roles and later established and led the CPS’ International Co-operation Unit.

Stephen subsequently held roles across Government, including positions in the Treasury Solicitor’s Department, where he was responsible for most of the Government’s regulatory litigation, and the Department of Trade and Industry, where he headed a team providing legal advice in live company investigations. For four years from 1999, Stephen was Deputy Head of the Attorney General’s Office.

For the past 20 years, Stephen has been a practising defence lawyer. He became Head of Criminal Practice at the law firm Kingsley Napley in 2006, going on to become Senior Partner at the firm in 2018. Representing a range of clients, Stephen developed an extensive practice advising on, or undertaking, investigations for organisations, companies, and individuals.

ESTONIA

Astrid Asi

Prosecutor General

Astrid Asi has served as the Prosecutor General of the Republic of Estonia since 2 April 2025. The Government appoints the Prosecutor General for a term of five years.

The Prosecutor General leads the daily operations of the Prosecution Service, including coordinating the work of prosecutors and criminal proceedings across the country. This position serves as a strategic link between legislation, the administration of justice, and law enforcement.

From 2012 to 2025, Astrid Asi worked as a judge, including serving as the head of the Viru County Court and the Harju County Court. Prior to her judicial career, she served in the Office of the Prosecutor General as an assistant prosecutor, in the Northern District Prosecutor’s Office as a district prosecutor, and at the Ministry of Justice as Head of the Division of Criminal Law and Procedure.

 

FRANCE

Rémy Heitz

Rémy Heitz was appointed as the Prosecutor General at the Court of Cassation on July 3, 2023.

He also chairs the section of the French Council of Justice responsible for public prosecutors and is Vice-Chairman of the Board of the National School for the Judiciary.

Born on October 26, 1963 in Nancy, France, Rémy Heitz began his career in 1989 as a deputy public prosecutor at the Pontoise Court of First Instance. Assigned to the Directorate of Criminal Affairs and Pardons in 1992, he then became chief of staff to the Minister Delegate for Relations with the National Assembly in 1994.

Head of the Office of Criminal Justice and Individual Freedoms at the Directorate of Criminal Affairs and Pardons from 1995, he joined Saint-Malo as public prosecutor in 1999. In 2001, he was appointed to the Paris Court of First Instance as special adviser to the public prosecutor. He returned to cabinet work in 2002, becoming the Prime Minister’s technical adviser for justice.

In March 2003, he was appointed Interministerial Delegate for Road Safety, a position he held for almost four years. In 2006, his career took him back to the Ministry of Justice, where he became Director of General Administration and Equipment. In 2008, he returned to the court system as head of the Metz public prosecutor’s office.

Appointed President of the Bobigny Court of First Instance in 2010, he held this position for five years, before joining the Colmar Court of Appeal as Chief Justice in 2015. Director of Criminal Affairs and Pardons in the Ministry of Justice in 2017, he was appointed Paris public prosecutor in November 2018. In September 2021, he became public prosecutor at the Paris Court of Appeal, a position he held until his appointment as public prosecutor of the Court of Cassation.

Rémy Heitz is a Knight of the Legion of Honor and an Officer of the National Order of Merit.

Konstantinos Tzavellas

General Prosecutor

He was born in 1959, in Athens. His father was Vasileios K. Tzavellas (1913 – 1991), Prosecutor at the Court of Appeal. 

He attended various primary and secondary schools through out Greece and graduated from the Zosimaia School of Ioannina in 1977. At the same year, he entered the Law School of the University of Athens and  graduated in 1981.  

He entered the judiciary in 1991 and served, successively, at the prosecution office at the First Instance Court of Athens, Rodopi, Chalkida and at the Court of Appeal of Patra and Athens.

In 1993 he was promoted to Vice Prosecutor and in 2002 to Prosecutor at the First Instance Court, in 2009 he was promoted to Vice Prosecutor and in 2019 to Prosecutor at the Court of Appeal. In 2023 he was promoted to Deputy Prosecutor General of the Supreme Court and as from 7th July 2025 he is appointed General Prosecutor of the Supreme Court of Greece.

As Prosecutor at the First Instance Court of Athens he served at the Juvenile Department, as well as at the Departments of Preliminary Investigation, of Execution, of Hearings and of Administration. As Prosecutor at the Court of Appeal of Athens he served at: a) the Department of Execution, b) the Department of Extradition and Mutual Legal Assistance. He also served as c) Supervising Prosecutor at the Directorate for Special Violent Crimes of the Hellenic Police (Counter Terrorism Unit, DAEEB), d) Supervising Prosecutor of the operation of the National Genotype Data Archive of Hellenic Police Forensic Science Division and e) Supervising Prosecutor of the operation of the Hellenic Police Intelligence Division.

As Deputy Prosecutor General of the Supreme Court, he was responsible for the allocation of case files to the competent Penal Departments and also served as Media Representative of the General Prosecutor’s Office.

He is married and has a 16-year old daughter.

ITALY

Pietro Gaeta

General Prosecutor

Since 1981, Mr. Pietro Gaeta has served in the judiciary. For the initial two decades of his career, he largely, though not solely, served as a prosecutor in regions (like Calabria) heavily affected by mafia-style organized crime.

From 2020 for five years, he worked as a full-time research assistant for Giovanni Maria Flick, a Constitutional Judge who eventually headed the Constitutional Court. His career included roles as a research assistant for Professor Franco Gallo, who later headed the Constitutional Court, and Professor Franco Modugno. He also served in the Court’s Research and Case-Law Summary Office (2011-2012) as part of this collaboration with the Constitutional Court.

Meanwhile, he assumed the duties of Appeal Justice for the Prosecutor General’s Office at the Supreme Court (2005), followed by the role of Deputy Prosecutor General at the same office (2006). He was appointed Advocate General in February 2019, taking charge of the entire criminal affairs sector. He was appointed Prosecutor General of the Supreme Court in March 2025.

From May 1, 1999, for the subsequent three years, he was part of the High Council of the Judiciary Scientific Committee, overseeing judicial member training. He was a decentralized training coordinator at the Supreme Court from 2012 to 2013. He was part of the Ministry of Justice and the Presidency of the Council of Ministers committees, such as the 2012 group that suggested a thorough overhaul of statute of limitations regulations, and a member of permanent technical committees.

From 2002 to 2005, he was an adjunct professor at Mediterranea University, Reggio Calabria, teaching Criminal Law and then Criminal Procedure, and from 2015 to 20222 a professor for the School of Specialization for Legal Professions at La Sapienza University, Rome, in the same subject.

With roughly eighty scholarly publications to his name in criminal law and general legal theory, covering essays, editorships, encyclopedic entries, and chapter contributions, he is also a frequent speaker at training courses for judges and prosecutors, scholarly and international conferences, and academic events.

Since 11 March 2025, he has assumed the role of Prosecutor General at the Supreme Court.

IRELAND

Catherine Pierse

General Prosecutor

Catherine Pierse was appointed as the Irish Director of Public Prosecutions on 8th November 2021.

She has over 20 years experience as a practicing solicitor in a range of criminal law and regulatory roles. She joined the Office of the Director of Public Prosecutions as the Head of the Prosecution Support Services Division in 2018.

Catherine previously held the roles of Head of Legal and Policy in the Policing Authority from 2016 to 2018; she was Senior Enforcement Lawyer in the Central Bank of Ireland from 2011 to 2016; and Legal Advisor in the Garda Síochána Ombudsman Commission from 2007 to 2011. Before that Catherine worked as a criminal defence lawyer from 2001. Educated in University College Cork and Queen’s University Belfast, Catherine qualified as a solicitor in 2001.

LITHUANIA

Nida Grunskienė

Prosecutor General

Nida Grunskienė graduated from the Faculty of Law of Vilnius University in 1995. She began her career at the Kupiškis District Prosecutor’s Office, serving as an intern, investigator, and prosecutor.

In 1998, she joined the Panevėžys Regional Prosecutor’s Office. From 1999, she worked in the Organised Crime and Corruption Investigation Division, first as a prosecutor and later as Deputy Chief Prosecutor. In 2013, she was appointed Chief Prosecutor of the Panevėžys Regional Prosecutor’s Office, a position she held until January 2021.

Since January 2021, Nida Grunskienė has served as the Prosecutor General of the Republic of Lithuania. In January 2026, she was reappointed for a second five-year term.

She has extensive experience in leading complex pre-trial investigations related to organised crime, human trafficking, and corruption, as well as in managing large teams and contributing to the development of prosecutorial practices.

NORTHERN IRELAND

Stephen Herron

General Prosecutor

Stephen Herron Studied law at Queen’s University Belfast and subsequently qualified as a solicitor in 1997

Joined the PPS in 2002, working in key Departments across the Service including Fraud and Departmental and Central Casework.

Became Senior Assistant Director in 2013, playing a lead role in the Transformation programme for the PPS which has involved the roll-out of digital programme across courts; creation of specialist prosecutors for murder and serious offences; the streamlining of regional services and redesigning the supports provided to victims and witnesses.

Appointed as Director of Public Prosecutions in January 2018 – the first Solicitor to be appointed to this role.

NETHERLANDS

Edwin Bleichrodt

General Prosecutor

Edwin Bleichrodt is Procurator General at the Supreme Court of the Netherlands. He graduated and obtained his doctorate at the Law Faculty of Radboud University Nijmegen.

From 1996 to 2010, Bleichrodt was a lawyer in the Hague. From 2005 onwards, he combined his legal practice with a professorship in Groningen. In 2009, Bleichrodt was appointed professor of criminal law and criminal procedure law at Erasmus University Rotterdam.

From 2013 to 2021, he worked as an Advocate General at the Supreme Court of the Netherlands, in the criminal law section. From September 1, 2021, he works as Procurator General at the Supreme Court. He is also treasurer of the Nadal Network.

PORTUGAL

Amadeu Guerra

General Prosecutor

Amadeu Francisco Ribeiro Guerra was born in 1955, in Tábua, in the district of Coimbra.

In 1978, he graduated in Law from the University of Lisbon. He attended the Centre for Judicial Studies between 1980 and 1981, the year he was admitted to the Public Prosecution Service.

He performed functions at Lisbon’s county until he joined, in 1991, the Steering Office for Judicial Computerisation. In December 1993, he was appointed to the National Commission for the Protection of Personal Data, a position he held until 2006.

In June 2004, he was promoted to Deputy Prosecutor General. He performed functions as a Legal Auditor at the Ministry for Public Works, Transport and Communications between 2006 and 2008, the year in which he was appointed to the South Central Administrative Court, having been assigned to the post of coordinator of this court in February 2009.

In March 2013, he was appointed director of the Central Department of Criminal Investigation and Prosecution (DCIAP), a post he held until his appointment as Lisbon’s District Deputy Prosecutor General in January 2019. He retired with full honours in August 2020.

ROMANIA

Alex Florența

General Prosecutor

Alex Florin FLORENȚA was appointed as Prosecutor General of the Prosecutor’s Office attached to the High Court of Cassation and Justice on 30th of March 2023.

Previously, he held various managerial positions within the Directorate for Investigating Organized Crime and Terrorism: Chief Prosecutor of the Section for combating organized crime and Chief Prosecutor of the Technical Department within the Central Structure (January 2021 – March 2023), Chief Prosecutor of the DIICOT – Timișoara Territorial Office (February 2016 – January 2021) and Chief Prosecutor of the DIICOT – Sibiu Territorial Office (September 2013 – February 2014). From these positions he coordinated the prosecution activity in complex cases of organized crime, trafficking in human beings, drug trafficking, cybercrime and economic criminality.

From August 2015 to February 2016, he was a prosecutor within the National Anticorruption Directorate – Timișoara Territorial Service, investigating complex cases of corruption affecting the EU’s financial interests.

From February 2010 to April 2012 he was a prosecutor within the Prosecutor’s Office attached to the Sibiu Court and from August 2008 to February 2010 within the Prosecutor’s Office attached to the Oradea Court, prosecuting economic and financial crimes and cases of serious violence.

He has experience in the management of European funding projects, e.g. coordinator of the SNOW WHITE project – “Coordinated tackling of new trends in drug trafficking”, co-funded by the European Commission, which ran from December 2018 to October 2022 and had as partners the Prosecutor’s Office attached to the High Court of Cassation and Justice, the Directorate for Investigating Organized Crime and Terrorism, the Federal Prosecutor’s Office of Belgium and the Criminal Investigation Bureau of the Lithuanian Police.

Throughout his career he participated as an expert in numerous international training sessions and conferences in his areas of expertize, conducted by UNODC and EU-ACT, his language skills comprising English, Spanish and French.

He is a graduate of the Faculty of Law of “Al. I. Cuza” University of Iași – class of 2002, of the National Institute of Magistracy (2006-2008), and holds a Master’s degree in “Global Security Studies” at the West University of Timișoara (2017-2019).

SLOVENIA

Katarina Bergant

General Prosecutor

Katarina Bergant graduated from the Faculty of Law of the University of Ljubljana in 1994 and, after completing her traineeship at the Ljubljana Higher Court, passed the national bar exam in 1997. In the same year, she became employed as judicial adviser at the District State Prosecutor’s Office in Ljubljana, where she was appointed Assistant District State Prosecutor in 2004, District State Prosecutor in 2007, and Senior State Prosecutor in 2018. In 2018, she was appointed head of the Ljubljana District State Prosecutor’s Office for a six-year term. In January 2024, she was appointed Supreme State Prosecutor at the Ljubljana District State Prosecutor’s Office. One month later, in February 2024, she was appointed Head of the Ljubljana District State Prosecutor’s Office for a second six-year term, a position she held until being elected State Prosecutor General of the Republic of Slovenia in April 2024.

A Doctor of Criminal Law Sciences, she has 27 years of experience in criminal law, she has mainly dealt with general crimes and hate speech, i.e. the crime of public incitement to hatred, violence and intolerance. In her work, she has handled demanding and complex cases that have garnered significant attention in the media.

In her research, she has focused primarily on relationships between criminal, constitutional and media law. The subject of her doctoral thesis is entitled “Investigative Journalism in Terms of Criminal Law”, for which she received her doctoral degree cum laude at the Faculty of Law of the University of Ljubljana in 2014.

Katarina Bergant was a member of numerous working groups engaged in drafting legislation in the field of prosecution, substantive criminal law and procedural law, as well as legislation in the field of public prosecution management, which were established at the State Prosecutor’s Office and the Ministry of Justice of the Republic of Slovenia. In 2019, she was appointed to the expert working group for drafting amendments to the Mass Media Act at the Ministry of Culture and for drafting amendments to the Criminal Procedure Act at the Ministry of Justice. She is the author of research and professional papers on criminal law and a co-author of the Commentary on the general part of the Criminal Code and the Commentary on the Criminal Procedure Act.

She has participated in many training events and attended conferences in Slovenia and abroad, mainly on the topic of hate speech and other criminal law-related topics. As a visiting lecturer, she has given lectures at various training events and conferences on topics relating to criminal substantive criminal and procedural law, public prosecution management and communication with the media as part of the professional training for heads and directors of prosecution services.

Since 2020, she has been in charge of and a lecturer of the criminal and punitive law course at the MLC Faculty of Management and Law, Ljubljana.

SPAIN

Teresa Peramato Martín

General Prosecutor

Teresa Peramato Martín holds a Law degree from the University of Salamanca and joined the Spanish Prosecution Service in 1990. After serving in several Prosecutor’s Offices across Spain (Tenerife, Valladolid y Barcelona), she specialised in the prosecution of gender‑based violence offences, becoming the Delegate Prosecutor for the Violence Against Women Section in Madrid in 2005.

In 2010 she was posted as Assistance to the Head of the Unit of Violence Against Women and, subsequently, as Prosecutor before the Constitutional Court.

Before her recent appointment as Prosecutor General, she was promoted in 2021as Deputy Prosecutor to the Prosector´s General and Head of the Unit of Violence Against Women. In 2025 she has been serving as Supreme Court Prosecutor and Head of the Criminal Section of the Supreme Court at the General Prosecutor’s Office and Prosecutor´s General Delegate for the Protection and Safeguarding of Victims in criminal proceedings.

She has extensive experience as a lecturer and author on gender‑based violence and equality, and has participated in numerous national and international training initiatives. She is also an independent expert on the Selection Committee of the “Soledad Cazorla Prieto Scholarship Fund for children orphaned by gender‑based violence”.

Her work has been recognised with multiple awards and distinctions, including honours from the National Police and the Civil Guard, several Equality Awards from Spanish Bar Associations, the “Meninas” Award of the Government Delegation Against Gender‑Based Violence, and recognitions from academic institutions and civil society organisations.

SWITZERLAND

Stefan Blättler

Procureur Général

Stefan Blättler has a law degree (summa cum laude) from the University of Neuchâtel (CH), where he also completed his PhD. After a period in the banking industry, he joined the police force of the canton of Bern and became Commander in 2006. He was then elected Attorney General of the Swiss Confederation by the Swiss Parliament in 2021 and took up his position in January 2022.

Stefan Blättler was also Strategic Director of the Swiss Disaster Victim Identification Team, Chairman of the Conference of Cantonal Police Commanders and Chairman of the Foundation Board of the Swiss Police Institute.

He has also been a lecturer in criminal law at the University of Neuchâtel and is currently lecturing criminal law at the University of Bern. He has published several articles on police issues in Swiss criminal law and criminology journals.

Stefan Blättler was appointed member of the Executive Committee of the International Association of Prosecutors (IAP) in September 2023.
